Entering Parliament inWilson was appointed a parliamentary secretary in the Attlee ministry and rose quickly through the ministerial ranks; he became Secretary for Overseas Trade in and was elevated to Cabinet shortly thereafter as President of the Board of Trade.
In opposition to the next Conservative government, he served as Shadow Chancellor — and Shadow Foreign Secretary — After Labour Party leader Hugh Gaitskell died suddenly inWilson won the subsequent leadership election. After narrowly winning the general electionWilson saw an increased majority in a snap election in Wilson's first period as Prime Minister coincided with a period of low unemployment and relative economic prosperity, though hindered by significant problems with Britain's external balance of payments.
In he sent British troops to Northern Ireland. After losing the election to Edward Heathhe spent four years as Leader of the Opposition before the February election resulted in a hung parliament. After Heath's talks with the Liberals broke down, Wilson returned to power as leader of a minority government until another general election in Octoberresulting in a narrow Labour victory. A period of economic crisis had begun to hit most Western countries, and in Wilson suddenly announced his resignation as Prime Minister.
Wilson's approach to socialism was moderate compared with others in his party at the time, emphasising programmes aimed at increasing opportunity in society through relatively indirect means rather than the more direct socialist goal of promoting wider public ownership of industry and workers' control of production. He took little action to pursue the Labour Party constitution's stated dedication to public ownership as a stepping stone towards this goal, though he did not formally disavow it.
Himself a member of the party's soft leftWilson joked about leading a cabinet made up mostly of social democratscomparing himself to a Bolshevik revolutionary presiding over a Tsarist cabinet, but there was little to divide him ideologically from the social democratic cabinet majority. Overall, historians evaluate Wilson as having led his party through difficult political issues with considerable skill.
Important issues of the time included the role of public ownership, membership of the European Economic Communityand involvement in the Vietnam Warin which he refused to allow the use of British combat troops, although he maintained an expensive military presence east of Suez.
He seemed to some observers to lose his energy and drive in his second premiership and found it difficult to mediate disputes concerning European integration and trade union rights. He came from a political family: his father James Herbert Wilson — was a works chemist who had been active in the Liberal Partygoing as far as to be Winston Churchill 's deputy election agent in his by-election before joining the Labour Party.
When Wilson was eight, he visited London and a much-reproduced photograph was taken of him standing on the doorstep of 10 Downing Street.
At the age of ten he went with his family to Australia, where he became fascinated with the pomp and glamour of politics. On the way home he told his mother, "I am going to be Prime Minister.
Wilson won a scholarship to attend Royds Hall Grammar Schoolhis local grammar school now a comprehensive school in Huddersfield in Yorkshire. His father, working as an industrial chemist, was made redundant in Decemberand it took him nearly two years to find work; he moved to Spital in Cheshire, on the Wirralin order to do so. Wilson did well at school and, although he missed getting a scholarship, he obtained an exhibition ; this, when topped up by a county grant, enabled him to study Modern History at Jesus College, Oxfordfrom At Oxford, Wilson was moderately active in politics as a member of the Liberal Party but was strongly influenced by G.
His politics tutor, R. McCallumconsidered Wilson as the best student he ever had. Academically his results put him among prime ministers in the category of PeelGladstoneAsquithand no one else.
What he was superb at was the quick assimilation of knowledge, combined with an ability to keep it ordered in his mind and to present it lucidly in a form welcome to his examiners. He continued in academia, becoming one of the youngest Oxford dons of the century at the age of Mary Wilson became a published poet.

He served as Praelector in Economics at University College between his resignation and his election to the House of Commons. The Profumo affair had seriously damaged the previous Conservative government, meaning Alec Douglas-Home 's Premiership lasted only days. Wilson's tiny majority led to impotency during this Parliament, and in another election was called, leading to a majority of 96 and the continuation of the Wilson government.
A number of liberalising social reforms were passed through parliament during Wilson's first period in government. These included the near abolition of capital punishmentdecriminalisation of sex between men in private, liberalisation of abortion law and the abolition of theatre censorship.
The Divorce Reform Act was passed by Parliament and came into effect in Such reforms were mostly via private member's bills on ' free votes ' in line with established convention, but the large Labour majority after was undoubtedly more open to such changes than previous parliaments had been.
Wilson came culturally from a provincial non-conformist background, and he showed no particular enthusiasm for much of this agenda which some linked to the "permissive society"[note 1] but the reforming climate was especially encouraged by Roy Jenkins during his period at the Home Office. The franchise was also extended with the reduction of the voting age from twenty-one to eighteen in Wilson's —70 term witnessed growing public concern over the level of immigration to the United Kingdom.
The issue was dramatised at the political level by the famous " Rivers of Blood speech " by the Conservative politician Enoch Powellwarning against the dangers of immigration, which led to Powell's dismissal from the Shadow Cabinet.
Wilson's government adopted a two-track approach. While condemning racial discrimination and adopting legislation to make it an offenceWilson's Home Secretary James Callaghan introduced significant new restrictions on the right of immigration to the United Kingdom.
Education held special significance for a socialist of Wilson's generation, in view of its role in both opening up opportunities for children from working-class backgrounds and enabling Britain to seize the potential benefits of scientific advances. Under the first Wilson government, for the first time in British history, more money was allocated to education than to defence.
The economic difficulties of the period deprived the tertiary system of the resources it needed.
Nevertheless, university expansion remained a core policy. One notable effect was the first entry of women into university education in significant numbers.
More broadly, higher education overall was significantly expanded, with a distinct bias towards the non-university sector. Expenditure on school buildings was also increased, together with the number of teachers in training. Wilson also deserves credit for grasping the concept of an Open Universityto give adults who had missed out on higher education a second chance through part-time study and distance learning. His political commitment included assigning implementation responsibility to Jennie Leethe widow of Aneurin Bevanthe charismatic leader of Labour's left wing whom Wilson had joined in resigning from the Attlee cabinet.
The Open University worked through summer schools, postal tuition and television programmes. Campaigns were also launched by the government to encourage people to take up means-tested benefits to which they were entitled to. Following the Education Act there was disaffection with the tripartite system of academically oriented Grammar schools for a small proportion of "gifted" children, and Technical and Secondary Modern schools for the majority of children.
Pressure grew for the abolition of the selective principle underlying the plusand replacement with Comprehensive schools which would serve the full range of children see the article Debates on the grammar school. Comprehensive education became Labour Party policy. A new external examination, designed for children of middling intellectual ability and leading to a Certificate of Secondary Education CSEwas also introduced that same year.
Advanced level courses in further education were also expanded by the government much faster than under the previous Conservative government.
